Zusammenfassung:
Die totale Faktorproduktivit\u00e4t (TFP) ist ein Ma\u00df f\u00fcr die Produktivit\u00e4t und gibt an, welcher Teil des Wachstums des Bruttoinlandsprodukts nicht auf einen vermehrten Einsatz der Produktionsfaktoren (in der Regel Arbeit und Kapital) zur\u00fcckzuf\u00fchren ist. Die TFP stellt zwar insofern eine Residualgr\u00f6\u00dfe, gleichzeitig aber einen wesentlichen Treiber des Wirtschaftswachstums dar. In nahezu allen Industriel\u00e4ndern hat sich das Wachstum der TFP in den zur\u00fcckliegenden Jahrzehnten abgeschw\u00e4cht, wobei \u00d6sterreich vergleichbaren L\u00e4ndern wie Deutschland oder der Schweiz hinterherhinkt. In diesem Policy Brief wird gezeigt, dass die TFP positiv von den Ausgaben f\u00fcr Forschung und Entwicklung, den Patentanmeldungen als Ergebnis von F&E-Investitionen, der allgemeinen Investitionsquote, dem Industrieanteil an der Bruttowertsch\u00f6pfung, dem Offenheitsgrad f\u00fcr internationalen Handel sowie der Qualit\u00e4t der Institutionen einschlie\u00dflich eines stabilen Rechtsrahmens abh\u00e4ngt. Auch wenn \u00d6sterreich bei den meisten dieser Faktoren besser als der EU-Durchschnitt und etwa gleichauf mit Deutschland liegt, gelingt es offenbar weniger gut, F&E in messbaren technologischen Fortschritt umzusetzen. Die Beseitigung von Barrieren f\u00fcr die Gr\u00fcndung junger Unternehmen und beim Zugang zu Risikokapital k\u00f6nnte zur Belebung des TFP-Wachstums ebenso beitragen wie eine St\u00e4rkung der Grundlagenforschung.<\/p>\n\n\n\n

Total factor productivity (TFP) is a measure of productivity and indicates which part of the growth in gross domestic product is not attributable to an increase in the use of production factors (usually labor and capital). While TFP is a residual variable in this respect, it is also a key driver of economic growth. In almost all industrialized countries, TFP growth has weakened in recent decades, with Austria lagging behind comparable countries such as Germany or Switzerland. This policy brief shows that TFP depends positively on R&D spending, patent applications as a result of R&D investment, the overall investment ratio, the industrial share in gross value added, the degree of openness to international trade, and the quality of institutions, including a stable regulatory framework. Although Austria performs better than the EU average on most of these factors and about on par with Germany, it appears to be less successful in translating R&D into measurable technological progress. Removing barriers to the creation of young companies and in access to venture capital could help stimulate TFP growth, as could strengthening basic research.<\/span><\/p>\n\n\n\n
