Zusammenfassung:
Im vorliegenden Beitrag wird die Entwicklung der Arbeitsproduktivit\u00e4t in \u00d6sterreich im europ\u00e4ischen Vergleich analysiert. Es zeigt sich, dass die gesamtwirtschaftliche Produktion je Erwerbst\u00e4tigen im Zeitraum 2000 bis 2015 in \u00d6sterreich hinter dem EU- und Euroraum-Durchschnitt zur\u00fcckgeblieben ist. Auch in Deutschland und der Schweiz stieg die Arbeitsproduktivit\u00e4t je Erwerbst\u00e4tigen in diesem Zeitraum st\u00e4rker als in \u00d6sterreich. Anders ist das Bild, wenn die Produktivit\u00e4t je Arbeitsstunde betrachtet ist. Hier liegt \u00d6sterreich \u00fcber dem europ\u00e4ischen Durchschnitt und auch vor Deutschland und der Schweiz. Dies ist aber darauf zur\u00fcckzuf\u00fchren, dass die Zahl der geleisteten Ar-beitsstunden in \u00d6sterreich st\u00e4rker als in anderen L\u00e4ndern gesunken ist, wodurch die Kostenbelastung je Stunde steigt. Ein wesentlicher Bestimmungsfaktor der Arbeitsproduktivit\u00e4t ist die totale Faktorproduktivit\u00e4t (TFP), die wiederum als wichtiger Indikator f\u00fcr den technischen Fortschritt einer Volkswirtschaft gilt. Beim Wachstum der TFP ist \u00d6sterreich in letzter Zeit deutlich hinter den EU-Durchschnitt und hinter Deutschland und die Schweiz zur\u00fcckgefallen, was Reformbedarf zur Steigerung der Innovationskraft signalisiert. Niedriges Produktivit\u00e4tswachstum resultiert in \u00fcberdurchschnittlich steigenden Lohnst\u00fcckkosten. Bildung, Forschung und Innovation sowie ein funktionierender Wettbewerb sind wichtige Faktoren zur F\u00f6rderung des Produktivit\u00e4tsfortschritts.<\/p>\n\n\n\n

This Policy Brief analyzes the development of labor productivity in Austria in a European comparison. It shows that Austria’s aggregate output per person employed lagged behind the EU and euro area averages in the period from 2000 to 2015. Labor productivity per employee also increased more strongly in Germany and Switzerland than in Austria during this period. The picture is different when productivity per hour worked is considered. Here, Austria is above the European average and also ahead of Germany and Switzerland. However, this is due to the fact that the number of hours worked has fallen more sharply in Austria than in other countries, which increases the cost burden per hour. A key determinant of labor productivity is total factor productivity (TFP), which in turn is considered an important indicator of an economy’s technological progress. In terms of TFP growth, Austria has recently fallen well behind the EU average and behind Germany and Switzerland, signaling a need for reform to boost innovative strength. Low productivity growth results in above-average increases in unit labor costs. Education, research and innovation as well as functioning competition are important factors in promoting productivity progress.<\/span><\/p>\n\n\n\n
