Abstract:
This Policy Brief examines the extent and patterns of structural changes that have occurred in European economies during the recent crisis using some stylised facts on changing output and employment struc-tures at detailed sectoral level. Focusing mainly on the new EU member states, we compare the perform-ance of various European countries by looking at the differentiated impact of the recent crisis on struc-tural shifts in their economy. We start with stylised facts related to output and employment structures at broader sectoral (NACE-2) level and attempt to find out whether there has been a structural convergence (or divergence) of the New EU Member States (NMS) compared to the more advanced \u2018old\u2019 EU countries (OMS) during the crisis. Finally, we provide also some policy conclusions related to the future role of the NMS in the economy of an integrated Europe, especially in view of post-crisis growth challenges. The fi-nancial crisis 2008-2011 adversely affected manufacturing industry more than services \u2013 particularly in terms of employment \u2013 and accelerated structural change in favour of the services sector. The latter ten-dency was more pronounced in the NMS though even here country specific differences were remarkable. The importance of industry in this group of countries remains strong. There has been no EU-wide uniform pattern of structural change; the formulation of industrial policy at EU level \u2013 even reaching the 20% target of industry\u2019s share in GDP \u2013 is challenging and hardly attainable.<\/span><\/p>\n\n\n\n

In diesem Policy Brief werden das Ausma\u00df und die Muster der strukturellen Ver\u00e4nderungen untersucht, die in den europ\u00e4ischen Volkswirtschaften w\u00e4hrend der j\u00fcngsten Krise stattgefunden haben, wobei einige stilisierte Fakten zu den sich ver\u00e4ndernden Produktions- und Besch\u00e4ftigungsstrukturen auf detaillierter sektoraler Ebene verwendet werden. Wir konzentrieren uns haupts\u00e4chlich auf die neuen EU-Mitgliedstaaten und vergleichen die Leistung verschiedener europ\u00e4ischer L\u00e4nder, indem wir die unterschiedlichen Auswirkungen der j\u00fcngsten Krise auf die strukturellen Ver\u00e4nderungen in ihrer Wirtschaft untersuchen. Wir beginnen mit stilisierten Fakten zur Produktions- und Besch\u00e4ftigungsstruktur auf breiterer sektoraler Ebene (NACE-2) und versuchen herauszufinden, ob es w\u00e4hrend der Krise zu einer strukturellen Konvergenz (oder Divergenz) der neuen EU-Mitgliedstaaten (NMS) im Vergleich zu den fortgeschritteneren alten” EU-L\u00e4ndern (OMS) gekommen ist. Schlie\u00dflich ziehen wir auch einige politische Schlussfolgerungen in Bezug auf die zuk\u00fcnftige Rolle der NMS in der Wirtschaft eines integrierten Europas, insbesondere im Hinblick auf die Wachstumsherausforderungen nach der Krise. Die Finanzkrise 2008-2011 hat das verarbeitende Gewerbe st\u00e4rker beeintr\u00e4chtigt als den Dienstleistungssektor – insbesondere in Bezug auf die Besch\u00e4ftigung – und den Strukturwandel zugunsten des Dienstleistungssektors beschleunigt. Die letztgenannte Tendenz war in den NMS ausgepr\u00e4gter, aber auch hier waren die l\u00e4nderspezifischen Unterschiede bemerkenswert. Die Bedeutung der Industrie in dieser L\u00e4ndergruppe ist nach wie vor gro\u00df. Es gab kein EU-weit einheitliches Muster des Strukturwandels; die Formulierung einer Industriepolitik auf EU-Ebene – selbst das Erreichen des Ziels eines Anteils der Industrie am BIP von 20 % – ist eine Herausforderung und kaum zu erreichen.<\/p>\n\n\n\n
