Abstract:
As a consequence of the 2008-2009 international financial crisis the European Union is undergoing per-haps its most difficult period since the beginnings of the European integration. The response to this challenge includes decisions and planned steps to strengthen fiscal discipline in the member states, safeguard measures against a falling-apart of the eurozone and the introduction of a Union-wide super-vision of the European banking sector. A new fiscal capacity (budget) for the eurozone is under consid-eration. It seems that the extraordinary situation has triggered a wave of extraordinary reforms throughout the EU. In one area, the Community Budget, however, time seems to have stopped temporarily. The European Council of 22-23 November 2012 was unable to arrive at a compromise on the terms of the Multi-annual Financial Framework (MFF or the EU budget) and postponed the decision to 7-8 February. The contradiction between the decades-old unsolved budgetary problems and the rapidly changing environment cannot be greater as it is now.<\/span><\/p>\n\n\n\n

Zusammenfassung:
Als Folge der internationalen Finanzkrise 2008-2009 durchlebt die Europ\u00e4ische Union die wohl schwierigste Zeit seit den Anf\u00e4ngen der europ\u00e4ischen Integration. Die Antwort auf diese Herausforderung umfasst Entscheidungen und geplante Schritte zur St\u00e4rkung der Haushaltsdisziplin in den Mitgliedsstaaten, Schutzma\u00dfnahmen gegen ein Auseinanderbrechen der Eurozone und die Einf\u00fchrung einer unionsweiten Aufsicht \u00fcber den europ\u00e4ischen Bankensektor. Eine neue fiskalische Kapazit\u00e4t (Budget) f\u00fcr die Eurozone wird derzeit gepr\u00fcft. Es scheint, dass die au\u00dfergew\u00f6hnliche Situation eine Welle von au\u00dfergew\u00f6hnlichen Reformen in der gesamten EU ausgel\u00f6st hat. In einem Bereich, dem Gemeinschaftshaushalt, scheint die Zeit jedoch vor\u00fcbergehend stehen geblieben zu sein. Der Europ\u00e4ische Rat vom 22. und 23. November 2012 war nicht in der Lage, einen Kompromiss \u00fcber die Bedingungen des mehrj\u00e4hrigen Finanzrahmens (MFR oder EU-Haushalt) zu finden und verschob die Entscheidung auf den 7. und 8. Februar. Der Widerspruch zwischen den jahrzehntealten ungel\u00f6sten Haushaltsproblemen und dem sich rasch ver\u00e4ndernden Umfeld k\u00f6nnte nicht gr\u00f6\u00dfer sein als jetzt.<\/p>\n\n\n\n
